The mission of the HASS Legal working group is to aid Tier 1 and Tier 2 shelters in identifying State legislation or local laws that promote or impede keeping families and animals together as well as lifesaving. Once we identify the State legislation or local laws we make recommendations for amending the provisions, compile resources and provide for future use.

We have set up a meeting with attorneys at a large national firm who are willing to provide pro bono support for our work. We hope to use them to assist with bill tracking, model forms, and research regarding the impact of designated environmentally sensitive areas on outdoor cat programs.

The legal working group is in discussions with a large law firm to assist pro bono with multiple projects, including bill tracking, drafting contract templates, and research related to TNR in environmentally sensitive areas.

The Legal working group met and would like to serve as a resource for Tier 1 and Tier 2 shelters. Although we don’t have attorneys from every state in the group, we would encourage any Tier 1 and Tier 2 shelter that is proposing a change or needs a change in their ordinance, statute, or regulations to get those to our working group so we can offer possible suggestions, language or work arounds.  The American Bar Association Animal Law Committee is collecting names of pro bono attorneys who are willing to help with foster care issues, contracts, etc. in every state so if you need more information on this project feel free to contact us.
